The commit number is what you would use to get the IDF version to compile the libraries (git checkout 85c43024c). If you look at a specific release on https://github.com/espressif/arduino-esp32/releases, you can always see what the last commit of the IDF was. The reset is usually attached to GPIO16. Try setting that pin high to turn on the device.

ESP_IDF is the C framework upon which the Arduino HAL is layered. If that makes no sense to you, then you don't need it.

Sure, you can use Arduino IDE. Or, there are lots of ways that you can do the integration work necessary to get everything properly situated for platform.io (or esp-idf). If you want someone else to do that work for you, then you have to wait for them to do it.

There is no USB controller on the ESP32-C3, so AFAIK it is not possible to use USB without bitbanging.
