This is caused by the memory protection of ESP-IDF: it assumes all executable code comes from the project binary, and that an attempt to re-write code or to execute data is someone maliciously trying to break into the system, and as such needs to be stopped. I think you should be able to move all your project components, including the main project components, into a third directory. Then start a separate project both for the C3 and the S2, and add the path to the common components in the CMakefiles.txt file.

NVS is written in a way where it doesn't 'overwrite' data. The long and short of it is that if you update data, it will write it to a new entry, and only when it's done, it'll add a checksum to indicate it's valid. Why would you not be able to connect a pulldown to this pin? In SPI mode, it acts as an output and the signals from the pin should be easily able to overpower the pulldown. Not sure where you read that, but the text seems to have been cut off. Full text is on the Github release page: "ESP-IDF v4.0.3 is a bugfix update for ESP-IDF v4.0. ESP-IDF v4.3 is the latest stable release at time of writing."
