Hard to say, are you actually sure the signal into the ESP32 looks like a serial stream? (As in: can you use a scope or LA to confirm it's okay?) Also note that the ESP32 can invert peripheral signals in hardware, it takes a bit of an arcane incantation to do so however.

What does the signal look like when zoomed in? And what is your measuring setup, as in, how do you connect the probes?

I don't think so, but you could try mailing sales (at) espressif.com, they usually handle RF testing stuff and might be able to help you with that.

Okay, that implies the one second delay can't be on the output side. Hard to say then. You could try to see if you could sniff the WiFi traffic somewhere (e.g. hotspot on a laptop + Wireshark) to see if there's obvious badness going on.

How are you measuring this? Given the fact that the ESP32 is trying to measure this, there will be AC'ish waveforms on these pins. If you throw an instrument expecting DC at this, you'll get weirdness.

That doesn't tell you anything. If the board is powered by the PC, presumably the DC-DC converters are off, there's none of their EMC in the air and bad measuring won't pick it up.
