I also had issues with ADC but it was due to channels and wifi, specifically, adc2 cannot be used when Wifi is on.

In regards to your original question, how to change the values of bootstrapping pins, I think most safe way would be to - Burn the Values in the eFuse and when the application runs after bootup/if not into download mode/or any other special designated bootmodes, application will apply the values to ...

hey,

were you able to find the root-cause of random "null" in serial monitor. I am experiencing the same thing, just dont know why. Every now and then, serial monitor starts giving inconsistent/unexplanable prints.

I have soddered ESP32 on a breakout board from SEEEDStudio.

In regards to purpose of the circuit: when the power is cut off, capacitor may take some time to discharge ie sometimes upto 20 seconds and esp will report 'brownout' issues. In order to avoid we have a fet/transistor that discharges via the 1k resistor when vcc is pulled low.
