3.3v pin outputs 5 volts and board is not responding - is it dead?

I have this ESP32 Development board: https://grobotronics.com/esp32-development-board-devkit-v1.html?sl=en
And I am not able to upload anything or read from the serial monitor.

I have no pins connected, but up on checking the voltage coming from the 3.3v pin I noticed it was almost 5 volts. Like 4 ...
