No, and even if you did it would be possible to connect directly to the flash chip. For some physical protection you'd have to encapsulate.

In general encryption provides more protection than secure boot. Is secure boot useless? The main reason for secure boot is to signature check the bootloader because otherwise it only has simple checksum. It is true that there is rom code in the chip for low level things but I don't think this has changed between 2018 & 2019 and it seems unlikely to cause this type of problem. If you are using the exact same app bin then it would suggest a hardware problem such as https://esp32.com/viewtopic.php?t=11743&start=20 otherwise some external network issue.
