Random register changes every time it is read, but entropy is only added on every APB clock cycle. Even if WiFI/BT are disabled (and therefore no entropy is added), you will still get a new pseudorandom value each time you read the register.

It may not explain all the issues you are having, but i suggest measuring the time it takes your promiscuous callback to complete, with all the stuff it does (formatted IO, SD card access, filesystem, 20ms delay?!). Chances are, it takes so long to run that the queue of received frames gets overflow...

There is no efuse space reserved for WP, so ROM bootloader reads it from the binary image header. 0xee means "don't configure WP". 2nd stage bootloader itself is loaded in DIO mode, and then it enables QIO.

No, the ROM boot log looks fine, and flash itself seems to be okay — 2nd stage bootloader is loaded into RAM; however it doesn't run further. I recommend sending you firmware binaries to Espressif support for a test on a known good D2WD board, maybe there is a problem with your compiled binary (e.g....

Supply voltage range is 2.3-3.6V, same as for D0WD.

You are trying to use ESP_LOG (effectively printf) from an interrupt. That will not work. Interrupts should do bare minimum of work, and certainly not formatted IO.

That is probably a bug in NVS. Please open an issue on GitHub, attaching your code, sdkconfig, and the partition table. I won't have access to any 16M boards to debug this for another 2-3 weeks, but if you log your issue on GitHub it will not be forgotten by then.

Just checking the obvious: do you know that in D2WD the internal flash is a 1.8V part, and you need to bootstrap gpio12 appropriately to select 1.8V VDDSDIO? If you don't do that, the flash die may get more than a bit hot.
