In typical fashion, an hour after posting I've discovered that these issues go away when I build using esp-idf v4.4 rather than v4.3.2

I've built a small board using the ESP32-C3-WROOM-02U-N4 and am finding that the wireless connection is rather unstable.
I have a ground plane both sides of the board under the ESP32.

Any ideas what I should look into?
