If you are trying to update, I assume the script also needs write and modify permissions on some files.
Have you tried just running the update command from an admin command prompt window?

The issue was an older version of openOCD in the paths variables idf.customExtraPaths and idf.customExtraVars in settings.json.

FreeRTOS task aware debugging works in the current version of the VSCode plugin (1.5) and also worked in the 1.4 version.
The call stack window has separate expandable entries for each RTOS task.
