in the routine captdnsRecv(….

look for
//tcpip_adapter_get_ip_info(TCPIP_ADAPTER_IF_ETH, &info);

and change to
tcpip_adapter_get_ip_info(TCPIP_ADAPTER_IF_AP, &info);

does matter what http request you send you will get the
WEB page you have setup in your ESP32

What does not fail,
but I still don't get 192.168.4.99 from the ESP32 DHCP service I
still get 192.168.4.1

I did some changes, so it can be compiled with "esp-idf-v2.0-rc1",

I would like to setup a standalone Webserver where, if I am connected and I open my browser my Webpage will
be shown, regardless which IP Address or name. Just like the start page of a hotspot.
