First and foremost from your original post, you should check the date code on your device to see if it does in fact have this hardware issue. Welp, I'm still at a loss as to why this will not work outside ESP32 Arduino 1.0.2 so I've filed a bug.

This is a known issue.

That suggest checking out a specific version, if you need something after that, I had limited success with running 'monitor flash build'

I can only answer part of your question... can I use the NimBLE controller with the ESP32? Yes, I'm using it presently and find it easier to work with then the Bluedroid stack. Interesting.... and maybe a bit concerning? I'm using the CP2102N-A01 and have no issue flashing from several different Linux machines. Do you have any further reading on this issue?
