We were able to reproduce the issue, I will proceed to create a bug if it doesnt exist.
In our case we have 3 access points, using wpa2 enterprise.
It seems the wifi library connect ALWAYS to the first ap that appear in the scan, not the strongest, nor the provided in wifi begin
