I am experiencing an identical issue. I have a reel of ESP32-WROOM-32E modules (ESP32-D0WD-V3 rev 3.1), and the three I have tested give the same error regarding secure boot. Here is a screenshot of the loading screen when trying to load a test Arduino sketch:
