Thank you for catching this. You are right, in ESP32-S31 Datasheet Pre-release v0.2, Table 3-3 (Chip Boot Mode Control) contained a documentation error for Joint Download Boot mode.
The correct strapping is GPIO61 = 0 and GPIO60 = 1 (not both low). This matches the dev board: BOOT pulls GPIO61 low ...
