I can reproduce the issue on a genuine UNO board which makes me believe it's an Arduino thing.

My code is super simple:


void setup() {
pinMode(5, OUTPUT);
}


void loop() {
digitalWrite(5, 1);
digitalWrite(5, 0);
}


Bitbanging on pin 5 to achieve approximately 50% duty cycle PWM. So ...
