menuconfig = where is it

An example in Arduino esp32 indicates that I need to run menuconfig. How do I do that?

It looks like it is not part of my arduino install.

MUTEX was my first thought too. How are you accessing the file: sequential append or random access? Using the mutex for the file in effect creates a lock with file granularity.
