I finally had a need to do this, and I think I found an issue. ulp_process_macros_and_load returns ESP_ERR_ULP_SIZE_TOO_BIG even if CONFIG_ULP_COPROC_RESERVE_MEM has been adequately increased. I suspect it's using the default value (512) for comparison, instead of using the current config. I tested ...

How often does each client need to update the state of its switch? Unless these switches are toggling very quickly/frequently, you might be able to get away with just disconnecting after updating the server, then idling until the switch changes state again.

I actually had a look at the esp_wifi_set_max_tx_power function this time and it seems fairly clear to me, though I agree the values seem rather arbitrary. At the same link you provided there's also esp_wifi_get_max_tx_power(int8_t *power) which seems to complement the function to set it.
