Running ESP-IDF Configuration Program - idf.py menuconfig

I am following the Getting Started (CMake Preview), link below. I am useing Windows 10 and typing commands into the Command Prompt. Whenever I run the idf.py menuconfig command I always get the below error. I have the Enviroment Variables setup as per the instructions and the .py extension associated with Python 2.7 and I have the Python packets installed. Can someone please advise?
