ESP-IDF environment build

use Linux build work environment for IDF, but when I turn to “set tools”, it will have failure, like showed below.
Can somebody give some notices?

Looks like network connectivity issues; possibly it will work if you retry later.

I retry a lot of times, still this issue, can I just download this wheel file and install it?
