LEDC 100% duty

Just a small question. I have attached a pulse-counter to the pwm signal of the LEDC, and at 100% duty, the pulse counter is detecting pulses.
Before I start to debug (fetching my oscilloscope, and verifying that I'm using the APIs correctly), could someone maybe confirm if that's the desired behavior? Does the LEDC always have a (potentially very short) output of GND?
