Esp32 as arduino programmer

I would like to use the esp32 as the gateway to internet and have esp32 connected to an arduino RF module with its own atmega328p processor. Is there a way for me to update the arduino RF module over serial between Esp32 and arduino. Like emulating AVRDUDE over serial. And triggering this to happen remotely?
