Error while uploading code to esp32

A fatal error occurred: Failed to connect to ESP32: Timed out waiting for packet header.How to resolve it?

That is a very generic error code indicating that the ESP32 isn't responding. Could be anything, from ESP32 not getting any power or not in bootloader mode, up to selection of the wrong serial port or a completely blown devboard. Can you expand a bit on when this is happening and what hardware/software you're using?
