RX Debug pin is not working in Alexa ACk module

Hi Guys,
I am not able to communicate with ALEX ack module to generate bar code.
It seems that the TX debug pin is working as when connect to putty (serial port) and power on the ACK module it output versions and some data.
but when try to generate bar code the JAVA code state that the board in not connected.
I measured the RX debug pin and the voltage is zero and TX debug pin is 3.3v.
I am not sure what is wrong should the enable pin set to high?
Should I pull the RX debug pin to high?
I am using this TTL to USB
