ESP RainMaker Services affected due to AWS outage

ESP RainMaker Services were affected starting around 8am PST on Wednesday, 25Nov due to an AWS Outage in the US-East-1 (N. Virginia) region. The services now seem fully restored.
One issue we observed is that some devices weren't able to receive commands via the cloud service, even though they could report their status. We had to reboot such devices manually to get them working.
