This behaviour is described in the Technical Reference Manual.
There is a use to this mechanism: sometimes code can contain constant data that cannot be in the (read-only) data segment. For that purpose the processor needs to be able to read from "code" RAM. Also sometimes code needs to be copied or moved around.
