Can't download image to ESP32-C6-Mini-1-N4 module

I use flash_download_tool to download ESP32-C6-4MB-AT-V4.1.1.0 image to the module, the flash_download_tool shows that It seems successful, please see 1.png. But when I try to run the software after connecting IO9 to high, it seems boot forever see 2.png. Moreover, I read out the contents of the flash using flash_download_tool and found the data are all 0xFF.

So, could someone tell me what the reasons and how do I solve this problem? thanks.
