13 INTERNAL ERROR

I'm getting "13 INTERNAL" error while trying to install esp32 by espressif in boards manager. I've tried EVERYTHING.
Disabling antivrius, deleting tmp and staging, files, re installing arduino IDE, putting github link in preferences, trying installing older version of esp in boards manager. And its still not fixed.

I also tried manually installing the file from github, but i dont see any "get.py" or "get.exe" file.
please somebody help me, im a newbie, i have been trying to fix this since 4 hours now

What OS?
What version of Arduino IDE?
What version of arduino-esp32?
Are you directly following the directions and installing from the stable release link?
Explain a little better what happens when you click the install button. Does it start to download anything? It should download a series of files and extract them. See if you can catch which one it is failing on there.
If you run arduino from the command line, you will get a clear log of everything going on and should get better (although verbose) information about where it is failing.
