error on https://dl.espressif.com/dl/package_esp32_index.json

On a working arduino sketch after an arduino update I have the error on downloading from
https://dl.espressif.com/dl/package_esp32_index.json
if I use this adress in the browser I have a certificate error.
How can I fix it?
I have already unistalled Arduino and installed the last 1.8.10 version but I can not select the right board because this error

Hi Alvin,

This problem still exists. When I go to browser is just sits there without an error while in Arduino IDE is has the following message:
Error downloading https://dl.espressif.com/dl/package_esp32_index.json

Hi, my first time on the forum. I have this same issue on 12 Nov 2019. The URL, https://dl.espressif.com/dl/package_esp32_index.json appears to be missing. I've read earlier on this forum that a certificate was out of order. Has this been resolved...again? I used this URL just last week and everything was fine.

Please assist if you can.
