Yep, 3.3V with 10K pull-up and 10uF.Looks like your ESP32 is not booted up. What's the level on EN? 3.3V still stable?
EDIT: Perhaps I'm missing it, but is EN pulled up anywhere now? I still don't see it in the schematic.
