ESP32-S3-Mini-1 bootloader pre-flashed/uploaded ?

I am building a mobile device around ESP32-S3-Mini-1. Does the board come with the bootloader pre-installed? Thanks! -Frank

The bootloader (which allows flashing over USB or serial) comes in on-chip non-programmable ROM; there is no such thing as an ESP32-xx without a bootloader.
