Is there anyway to increase the drive strength of Xtal_P and Xtal_N on esp32 s2 Mini.?

Is there anyway to increase the drive strength of Xtal_P and Xtal_N on esp32 s2 Mini. Theres the webmos boards which have a issue with the external oscillator circuit. On a good dev board the crystal outputs 700mV to 1000mV but on the webmos board i have, some that have a range from 415mv to 800mV on Xin and Xout has as low as 120mV. All the onces with this have WiFi issues from not connecting to router to other devices besides esp32 s2 themselves being unable to connect to it in Ap mode. However the problem goes away if you add a pullup resistor to Xout and the WiFi immediately connects to router in Station and Devices immediately connects to it in Ap mode. It also works if you touch a 100MHz probe in x10 mode to the Xout load cap

I thought its either a load cap problem or the drive strength of s2 mini is too low. I do not know if there is some efuse or settings to increase the drive strength. I dont have an meter capable of measuring less than 100 pf so its hard to determine if its the wrong cap or even replace it because i cant measure it lmao. would probably have to go in blindly
