ESP32-C3 Hardware design guidlines update: usb series resistor value

I noticed that the USB series resistor specified in hardware design guidelines - schematic checklist - USB has changed from 0ohm to 22 or 33.
Looking at the revision history, I see this has been changed in v1.8, 2025/06/05.
Can anyone explain why this changed, and which production lots does this affect?
Does this affect all the way back to the 1st batch, or is it only since a recent production batch?
