Trouble Connecting to esptools

My ESP32 is recognized by both esptools and Arduino IDE but will not connect. I assume it is not entering boot mode properly but nothing seems to work, I've tried pulling ground on GIOP0 and 2 and unplug re-plug, running basic commands and holding down the button which do pull down GIOP0 and EN correctly but still do not have serial received, there is 3.3V at the pin. I'm not sure what else to try.
