ESP32-S3 GPIO0 stuck at 0.65V and enters download mode

Hello,

My ESP32-S3 enters download mode on every boot:

rst:0x1 (POWERON),boot:0x22 (DOWNLOAD(USB/UART0))
waiting for download

GPIO0 measures about 0.65V with a multimeter, with nothing connected to the board.

Could a 0.65V reading indicate a damaged GPIO0 or leakage/short on the pin? What is the best way to test whether GPIO0 is physically damaged?
