Looks like somehow CC1 is shorted to ground on that board. Possibly it's a blob of solder on the USB connector pins or something.

am check and still same and this do with my 2 board i think it this from factory or some thing

i have a problem with this board i use cable type a to type c it work in 2 port fine (com,usb-otg) but when come to use cable type c to type c it work in port usb-otg good but in other port com(uart) happen wierd thing imagine the cable each end of cable will name one (a) and other end (b) if am ...
