am tryed to test 4 resistor 2 is connect to com and 2 is connect to usb-otg

in com port pin name cc1 will get 0.02ohm but in other pin cc2 get 5.8 to 5.11 and cc1,cc2 of usb-otg am get from5.8 to 5.11

Looks like somehow CC1 is shorted to ground on that board. Possibly it's a blob of solder on the USB connector pins or something.

Potentially. Not all third-party (not made by Espressif) ESP32 boards are made to the same quality standards, and some of them seem to test their boards solely with an USB-A-to-C cable which doesn't use the CC lines.
