Im almost certain both cc pin resistors(usually 5.1k in esp case) needs to be there for it to work currently, without those host device cant negotiate power or know cable orientation.

You need those resistors(one resistor per cc pin to gnd, cant be tied together) even on a usb-a to usb-c cable if ...
