ESP8266 unable to run at Mandatory Rate of 24Mbps

Hi Team,
We have a customer using Cisco network infrastructure that has been restricted to run at a minimum rate of 24Mbps.

When our device tries to connect to this network, our device offers to connect at 24Mbps but then cannot follow through to connect at this rate.

Using other network infrastructure without this restriction we see the device connecting at 24Mbps without issue.

Is there a specific configuration that is needed for the ESP8266 to at a restricted Mandatory rate of 24Mbps?
