Board Creation

I have designed my own ESP32-WROVER-I/E-N16R8 board and want to know if Espressif builds boards built by users. I have all files that I can send to the appropriate group, but I want to know if Espressif even does this.

We do not. There are board houses out there which can both build the PCB as well as do assembly; suggest you look for that.
