Low voltage on all pins, even 5v and 3.3v [RESOLVED]

You are right. After a bit of research I discovered that my board as a wrong serygraphy for that pin.
As you say that pin is the CMD pin.

This is a very old post but a very current problem. It has taken me two days thinking of little else to find this thread which has solved my problem. Not only was the silk screen on my dev board confusing but also on the breakout board I had it plugged into. Thankyou, thankyou, thankyou. I was on the verge of ordering a new board.
