use of arduino-esp32 hal for esp-idf ?

In repository are a lot of esp32-hal-xxx files.
Could those be used together with esp-idf for application running on dev board ?

Absolutely. You can add arduino-esp32 as a submodule into the components directory of your ESP-IDF project, and use everything there, not only the hal.
