As you suggest, after more testing, it doesn't appear to be vTaskDelay() associated.

ESP32S3, deep sleep wakeup and vtaskdelay()
vtaskdelay() causes the GPIO# assigned in esp_sleep_enable_ext0_wakeup(GPIO#, high) to immediately go high. (Behavior is observed via o-scope.) When the device goes to deep sleep, the device is immediately awaken with the wakeup cause "ext0 wakeup".

Have you tried reserving ULP memory via menuconfig already?

We don't have a requirement to run code while in deep sleep, so I need more detail about your suggestion.
Also, the "ulp" in the 3rd party archive is misleading and is not associated with the ESP32S3 power ...

Putting Archive file (.a) in RTC
We want to place a 3rd party archive (.a) in RTC memory to preserve the state of the library during deep sleep.
There are no state change issues in normal running or light sleep.
Our CMakeList.txt contains:
